Germany hosts one of the largest Russian-speaking communities in Europe — over 3.5 million people, many of whom are Spätaussiedler (late resettlers) who moved from the former Soviet Union in the 1990s. They maintain strong family ties with relatives in Russia, making Germany the #1 source of VFR tourism. Cities like Berlin, Munich, and Hamburg have vibrant Russian-speaking neighborhoods with shops, restaurants, and cultural centers.

Kazakhstan has 3.8 million ethnic Russians — 18% of the total population. Most live in northern regions bordering Russia. Despite being citizens of Kazakhstan, many have parents, grandparents, and siblings in Russia. The shared Soviet history, Russian-language education system, and cultural proximity make cross-border family visits a natural part of life. Direct flights from Astana and Almaty to Moscow operate daily.

Belarus and Russia share one of the closest cultural and linguistic bonds in the post-Soviet space. With 85% of the population speaking Russian, cross-border family visits are extremely common. The Union State agreement allows visa-free travel for Belarusian citizens, but many foreign nationals visiting relatives in Belarus also travel onward to Russia. The +80.9% growth in 2025 reflects the reopening of travel routes after pandemic restrictions.

Estonia's Russian-speaking community — 24% of the population — is concentrated in Tallinn and the northeastern city of Narva, which sits directly on the Russian border. Many Estonian Russians have elderly relatives in Pskov and St. Petersburg regions. Despite political tensions, family bonds remain strong, and private visa invitations are the most common way to visit relatives across the border.

Israel is home to over 1 million Russian-speaking immigrants who arrived during the great aliyah waves of the 1990s. This community — roughly 20% of Israel's population — maintains deep connections with family members who remained in Russia. Russian is the third most spoken language in Israel, with Russian-language TV channels, newspapers, and cultural events. Many Israeli Russians visit Russia annually to see aging parents and attend family celebrations.

Latvia has one of the highest proportions of Russian-speakers in the EU — 25% of the population. The community is centered in Riga and the eastern Latgale region. Many Latvian Russians have close family in Pskov, Moscow, and St. Petersburg. The -11% decline in 2025 reflects tightened border policies, but family visits continue through private visa invitations as the primary travel document.

While Armenia's ethnic Russian population is small, the cultural and economic ties between the two countries are enormous. Over 2 million Armenians live in Russia, making it the largest Armenian diaspora worldwide. VFR traffic flows both ways — Armenians in Russia visiting family in Armenia, and Armenian citizens visiting relatives who moved to Russia. Russian remains widely spoken and understood throughout Armenia.

France has a historic Russian community dating back to the White emigration after 1917, plus newer waves from the 1990s and 2000s. The Russian Orthodox Cathedral in Paris, Russian bookshops in Nice, and cultural associations across the country serve a community of approximately 500,000. The +23.5% growth in VFR visits reflects pent-up demand after years of travel restrictions.

The United States is home to approximately 3.5 million Russian-speakers, concentrated in New York (Brighton Beach), Los Angeles, Chicago, and San Francisco. Many arrived during the Jewish emigration waves of the 1970s-90s and the post-Soviet brain drain. Despite the long distance and complex visa process, thousands travel to Russia annually to visit aging parents and attend family events. The lack of direct flights makes the journey longer but doesn't stop family reunions.

Finland's Russian-speaking community of 80,000 is relatively small but geographically significant — Finland shares a 1,340 km border with Russia. Historically, southeastern Finland (Karelia) had deep Russian connections. Many Finnish Russians have family in St. Petersburg and Petrozavodsk, just hours away by car. The -5.2% decline reflects border closures, but the community continues to find ways to maintain family connections.
