UFMS stands for Upravlenie Federalnoy Migratsionnoy Sluzhby — the regional offices of Russia's Federal Migration Service. While FMS was the central federal agency, UFMS offices operated in every Russian region and city, handling day-to-day migration matters.

Key responsibilities of UFMS:

  • Processing visa registration for foreign visitors (within 7 business days of arrival)
  • Issuing and processing migration cards
  • Handling visa extensions and changes of status
  • Managing work permits for foreign workers
  • Registering foreign citizens at their place of stay

In 2016, the FMS (and its regional UFMS offices) was dissolved and its functions transferred to the Main Directorate for Migration Affairs (GUVM) under the Ministry of Internal Affairs (MVD). However, the term "UFMS" is still widely used in everyday speech and on many Russian government forms.

For tourists, the most relevant UFMS function is visa registration. Hotels automatically register guests, but if staying in a private apartment, the host must register you at the local UFMS/MVD office within 7 business days.
