Residence affects filing logistics, not citizenship eligibility
The competent Russian mission may require proof of legal UAE residence for an ordinary application filed in Dubai or Abu Dhabi. Confirm the current acceptance policy, appointment route, fee and processing timetable directly with that mission before filing.
